You’re standing in the aisle with two bottles. One says “clean,” “free from,” “naturally derived,” in a soft sans-serif on recycled-look card. The other says almost nothing and costs twice as much. Neither label tells you what’s actually in the bottle, because the part that does is printed in five-point grey type on the back, and you’d need a chemistry degree and reading glasses to get through it.

Skincare is our business at QN Europe, so read what follows as the view from inside rather than a neutral survey. It’s less dramatic than the marketing on either side of this argument: most clean beauty ingredients claims in Europe are describing something the law already required, and the genuinely useful information is in the part nobody reads.

What “Clean Beauty” Actually Means in 2026

Nothing. Legally, nothing.

There is no EU definition of “clean,” no certification body that owns the word, no threshold a formula has to cross before a brand can print it on a box. The same is true of “natural,” “non-toxic,” and the ever-popular “chemical-free,” which is a claim no physical object has ever been able to make.

What the term does in practice is signal a set of habits: shorter ingredient lists, disclosed sourcing, avoidance of a handful of contested materials, and a willingness to explain why something is in the formula. Those habits are worth something. The word itself isn’t.

The confusion is imported. Most clean beauty vocabulary was built in the United States, where the regulatory floor sat lower for longer, so the movement had to do work European law was already doing. Translate it straight into a European aisle and you get brands loudly promising to leave out things that were never allowed here.

EU vs US Regulation: The Gap That Built an Industry

The EU governs cosmetics under Regulation (EC) No 1223/2009, in force across the single market since July 2013. Its logic is the reverse of what most shoppers assume. A product doesn’t get approved before it’s sold. Instead a named legal entity, the “responsible person,” has to hold a safety assessment for that specific formula, notify it centrally before it goes on sale, and stand behind it if anything goes wrong.

Underneath that sit the annexes: prohibited substances, restricted ones with maximum concentrations, and positive lists for colourants, preservatives and UV filters. The prohibited list, Annex II in the Commission’s own CosIng database, has run past 1,700 entries and grows most years as new substances get classified.

The United States operated for decades under a 1938 act with a famously short list of restricted ingredients. The Modernization of Cosmetics Regulation Act, passed at the end of 2022, changed that, adding facility registration, product listing and adverse-event reporting. Real reform, and it still doesn’t close the gap in prohibited-substance lists.

Which is why a European reading an American clean beauty guide often ends up worried about the wrong things.

What We Actually Know, and What Nobody Has Settled

Here’s the honest state of the evidence, since a skincare company telling you everything is either fine or terrifying should make you suspicious either way.

Six numbers worth holding onto, current as of 2026. Regulation 1223/2009 was adopted in 2009 and fully applicable from 11 July 2013. Annex II now lists over 1,700 prohibited substances, a number that moves upward with each omnibus update, so any printed version is out of date by the time it’s printed. Five parabens were banned outright in the EU in 2014 (isopropyl-, isobutyl-, phenyl-, benzyl- and pentylparaben) while methyl- and ethylparaben remain permitted within concentration limits, and propyl- and butylparaben remain permitted at a reduced limit of 0.14% under Regulation (EU) 1004/2014. Most phthalates used in cosmetics have been prohibited since the regulation’s earlier framework, with DEP a notable permitted exception. And the Scientific Committee on Consumer Safety, the EU’s standing expert panel, publishes its opinions publicly, which means you can read the reasoning behind a restriction rather than take anyone’s word for it.

Now the part the marketing on both sides skips.

Concentration and exposure route do most of the work in every one of those decisions, and neither appears on the label. A substance restricted in a leave-on cream may be fine in a rinse-off cleanser. Hazard is not risk, a distinction that is the whole of regulatory toxicology and roughly none of the internet discourse.

The unsettled part is genuinely unsettled. Long-term, low-dose exposure to mixtures, what regulators call the cocktail effect, is understood far less well than the safety of any single ingredient. The EU has been working on combined-exposure methodology for years and it isn’t finished. Anyone who tells you the science on mixtures is settled, in either direction, is telling you about their business model.

Red Flags: What’s Worth Your Attention

Phthalates. The plasticisers, used in cosmetics mainly as fragrance fixatives and denaturants. Most are prohibited in EU cosmetics. DEP is still permitted and shows up in fragranced products. The catch is that fragrance components don’t have to be listed individually, so “parfum” is the one place a European label goes genuinely opaque. The declarable allergens still have to be named, though, so the practical move isn’t avoiding fragrance altogether: it’s scanning the end of the list for those named allergens if you already know your skin reacts to one.

The parabens argument. Worth understanding rather than inheriting. Parabens are effective, well-studied preservatives. Five were banned in 2014 on precautionary grounds, largely around endocrine activity in the longer-chain versions. Two remain legal within limits. What made the story messy is that “paraben-free” became a marketing win, so brands swapped to alternatives with thinner safety records, and some of those alternatives went on to cause more contact-allergy problems than the parabens did. A preservative-free product isn’t safer. It’s a microbiology problem waiting for a warm bathroom.

Silicones. Almost entirely a performance and environmental question, not a safety one. Some cyclic silicones face environmental restrictions. Dimethicone on your face is inert and does what it says. If you dislike the finish, that’s a legitimate preference and not a toxicology finding.

Where does this leave our own shelf? Everything we sell, Physio Radiance included, is placed on the EU market under the same annexes described above, so none of the substances the regulation prohibits are in any of it. That isn’t a marketing claim; it’s the legal floor every compliant brand builds on. On the genuinely contested materials that remain legal, we’d rather you did the same thing we’re recommending for everyone else: read the formula and decide for yourself, rather than take the word “clean” on trust.

Vague labels. “Naturally derived” has no threshold. “Dermatologically tested” doesn’t say what the result was. “Free from” claims are regulated under EU claims criteria and are supposed to be non-denigratory and non-misleading, a rule you can watch being bent weekly.

Green Flags: What a Serious Formula Looks Like

Full percentage disclosure on actives. Not “contains niacinamide” but a stated concentration, because the difference between 2% and 10% is the difference between two different products.

Packaging that protects what’s inside. Vitamin C in a clear jar is a decision to sell you something that will degrade before you finish it.

Named suppliers or extraction methods for botanicals. Anyone who can name their source usually will.

And, quietly, a published rationale for why each ingredient is there. Formulas built for a defined purpose look different from formulas built for a label. That thinking runs through what skin actually needs in your 30s, 40s and 50s, where the question is less “is this clean” than “is this doing anything.”

How to Read an INCI List in Ninety Seconds

INCI is the International Nomenclature of Cosmetic Ingredients, and it’s legally required on EU cosmetics. Once you know four rules it stops being intimidating.

The practical trick: find the 1% line. Preservatives, fragrance and gums usually sit near it, so anything listed after phenoxyethanol or xanthan gum is present in small amounts. If the hero ingredient the front of the box is built around appears below that line, you’ve learned the most useful thing the label will ever tell you.

Why Premium Pricing Exists, and When It Doesn’t

Some of the cost is real. A safety assessment per formula, stability and compatibility testing, a responsible person, notification, documentation kept available to authorities. Smaller batches carry all of that over fewer units, and raw material grade varies more than people expect.

Some of the cost is the box, the ad, and the retailer’s margin. There’s no reliable way to tell them apart from the outside, which is uncomfortable to admit while selling skincare. The best available proxy is whether a brand will tell you what’s in it and why, at what concentration, and who assessed it. That’s roughly the argument in why more people are choosing smarter at-home skincare, and it’s the standard we’d rather be held to than the word “clean.”

Frequently Asked Questions

Is “clean beauty” a regulated term in the EU?

It isn’t, and that surprises people who assume the tight regulation of the product extends to the words on the front. Ingredient safety is heavily regulated. Marketing vocabulary is governed by general claims rules, which prohibit misleading statements but don’t define “clean.” The gap is where most of the confusion lives.

Should I avoid parabens?

Depends what you’re optimising for. If it’s evidence of harm at cosmetic concentrations, methyl- and ethylparaben have a long safety record and remain permitted. If it’s precaution regardless of evidence, avoid them and accept that the replacement preservative has been studied less. Both positions are defensible. “Paraben-free means safer” isn’t.

Are natural ingredients better than synthetic ones?

Neither category predicts anything useful. Poison ivy is natural. Hyaluronic acid is usually fermented in a tank. Botanical extracts are also the leading source of contact allergy in cosmetics, precisely because they’re complex mixtures rather than single defined molecules. Judge the ingredient, not the origin story.

What does “free from” on a European label actually tell me?

Frequently that the ingredient was never permitted here anyway. Some “free from” claims are informative, usually for allergens or materials with a genuine preference case like fragrance or alcohol. Others are theatre imported from a market with different rules.

How do I check an ingredient myself?

The Commission’s CosIng database is public and searchable by INCI name, and it tells you which annex an ingredient sits in and under what conditions. It’s dry, and it’s the primary source most consumer apps are paraphrasing with added colour-coding and anxiety.

Strip the vocabulary away and clean beauty was always a demand for information, not a demand for a particular chemistry. European shoppers got the information requirement handled by law years ago, then imported a movement built for a market that hadn’t.

What nobody says out loud is that the movement worked anyway, just not the way it advertised. It didn’t make European products safer, because the annexes had already done that. It made brands explain themselves, and explaining yourself turns out to be the harder standard. Plenty of formulas that pass every “free from” test still can’t answer why the concentration is what it is.

That’s the question worth taking back to the aisle. Not what a product left out, but what it will tell you about what it put in.
